Feb 11, 2021 Apple’s Photos Library repair tool detects any discrepancy in the library’s database and repairs the same. Depending on the number and size of your library photos, and the network speed, the process might take some time. For instance, a 150GB photo library may take about 24 hours. So you need to be patient to get it finished. Quit out of Photos app if you have it open on the Mac Re-launch Photos app and immediately hold down Command+Option keys When the Repair Library message appears in the app “You are about to repair the library “Library Name” – choose “Repair” to start the library repair process. After created a new library, open it up go to preferences, set Use as system photo library and the new one shows up in the iMovie. Now, I open the original Photo Library with Photos, go to preferences and the option Use as system photo library available, set it and my old Photo Library appear again in iMovie. Delete the new library.

Issue

Macbook Air (MacOS 10.11 - El Capitan) with empty Photos library cannot download photos from iCloud (previously uploaded by another Macbook). iCloud Photo Library status in Photos > Preferences > iCloud stuck on 'Updating' for over 24 hours.

Restarting computer, pausing iCloud upload, re-creating or repairing Photos database doesn't make any difference.

The fix was a bit a bit random... Open System Preferences > iCloud, click Options next to Photos, then without changing anything (providing iCloud Photo Library is already selected) click Done....

As soon as I clicked Done, Photos app immediately started downloading photos from iCloud...
